いまさらなんですが、いまさら気が付きました．
なんで、どうして、bash がアップデート出来ないんだろうと、思っていたのです．
そのまま放置してました．

とかいいやがって、patchのたぐいが落とせないのです．

distfiles を消せばいいらしいので、

# cd /usr/ports/shells/bash/
# make distclean

とやってから、

# portupgrade -aF

したら、fetch できました．よかった．よかった．
